Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona, or meet the transportation needs of the position.

Veterans
The City of Apache Junction allows wartime veterans, disabled wartime veterans, and spouses of a wartime veteran with a service connected disability to receive preference for an interview if they meet the minimum qualifications of the posted position.

To take advantage of this preference, the veteran must upload, and submit, with his/her application for employment, his/her military discharge papers (DD-214) and be honorably discharged from service.

The spouse of a disabled wartime veteran must upload, and submit with his/her application for employment, a letter from the Department of Veteran’s Affairs, or equivalent document, confirming the veteran’s service-connected disability.

Skill Testing
Candidates who appear to most closely match the criteria for the position may be required to complete pre-employment skill testing.  

Probation
The probation period for most positions is twelve (12) months. Sworn police personnel without AZPOST certification at time of appointment serve a fifteen (15) month probation period.

Job Description

Researches, analyzes and develops recommendations to the city manager about financial, debt, and budgetary issues. Directs long-range planning, monitors and responds to financial conditions, and oversees debt management. Plans, directs, reviews and manages department activities encompassing a wide range of internal support services, including the city’s operating and capital budget, financial accounting and reporting, revenue and tax collection, grants, payroll, and procurement. Works closely with the city manager to maintain and improve the financial functions and long-term fiscal health of the city.

Job Responsibilities

Responsible for the formulation and execution of the city's overall financial policies, strategies, planning, processes, safeguards and internal controls, and forecasts.

Prepare the Comprehensive Annual Financial Report (CAFR); organize annual, single, special and internal audits. Implement new Government Accounting Standards Board (GASB) as issued.

Facilitate meetings, prepare reports, presentations and recommendations with effective communication on financial issues with city council, city management, internal departments and other stakeholder groups in support of organizational goals and objectives.

Administer investment and banking activities; direct borrowing and debt issuance activities.

Direct the generation and administration of annual budget and capital improvement budget; forecast revenue, grant administration, procurement, monitor revenues and expenditures and make recommendations to the city manager and management teams.

Analyze and monitor the city’s and water district’s and community facilities district’s financial condition by examining cash flow, expenses, cost controls and financial statements, assessing economic indicators; make recommendations for improvement as necessary.

Manage the selection, hiring, training, development, evaluation and corrective action of finance staff; promote team-building, growth and recognize goal attainment; develop, implement and evaluate departmental policies, procedures, strategies and goals; maintain and update procedural compliance for programs.

Support the City’s policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.

Knowledge, Skills and Abilities

Knowledge and Skills -

Demonstrated Knowledge of:

Thorough understanding of all aspects of municipal government operations including Federal, state and local laws, city and tax codes, and IRS regulations impacting local government operations with a focus on municipal budgeting and finance.

Council/Manager form of government and political processes and organizational management theory and application of budget basis accounting preparation and administration, treasury management, revenue and tax administration, grant administration, procurement, computerized accounting and reporting systems and modern governmental financial management.

Accounting principles, policies, procedures and methods including Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) requirements and Government Finance Officers Association (GFOA) best practices.

Investments, Bonding, Community Facilities District, and Public Finance policies and procedures.

Principles and practices of effective leadership, supervision and training; conflict resolution tactics. 

Skill in:

Operating a personal computer utilizing standard software such as Microsoft Office and specialized accounting software; functioning standard office equipment; proficient typing and data entry.

Establishing and maintaining cooperative working relationships with vendors, coworkers and other individuals in contact during the course of work; communicating clearly and concisely; speaking in front of the media and general public.

Assessing and prioritizing multiple tasks and demands; presenting a professional demeanor while working in stressful situations.


Minimum Qualifications

Minimum Qualifications:
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a Bachelor’s degree in Accounting, Finance, Business, Public Administration, or a related field, and seven (7) years paid fulltime professional experience in responsible financial administrative positions to include three (3) years supervisory experience; OR an equivalent combination of education and experience.

Preferred / Desirable Qualifications:
A Master’s Degree in Accounting, Finance, Business Administration or closely related field; Certified Public Accountant designation; and Enterprise Resource Planning (ERP) experience are preferred.

Physical Demands and Working Environment

Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds. Some evening and weekend work may be required.
